Right-size, and keep more of what your home is worth.

Whether you’re carrying a mortgage that no longer fits your income, or you’re 55 and above and eligible for government support — right-sizing is a financial decision before it’s a property one. We’ll show you the numbers first.

In short

  1. 1.Moving to a smaller home can free up cash and lower your monthly costs — but the cash you keep is usually less than the selling price suggests, because CPF you used goes back to your CPF first.
  2. 2.If you are 55 or older, government schemes (Silver Housing Bonus, Proximity Housing Grant, Lease Buyback) may add to the sum. HDB and CPF Board decide eligibility; we check what is likely to apply.
  3. 3.Turning 55? Your Special Account closes and a Retirement Account is set up. Selling after 55 can mean part of the CPF refund goes there first. See what that means for you below.
  4. 4.Resale to resale can be done in a few months. A brand-new 2-room Flexi or Community Care Apartment is balloted through HDB and takes years.
  5. 5.Sometimes the better answer is to stay — refinance, rent out a room, or use the Lease Buyback Scheme. We will say so.
  6. 6.Decide with your family, not under time pressure. Call us or use the calculator below — no obligation, no listing agreement.

Path 1

I want a lower monthly commitment

Your mortgage was sized for a household that’s changed. We’ll model three options side by side — right-size, refinance, or stay — and show you the monthly figure and the net proceeds for each. If the numbers say refinancing or staying is the better answer, we’ll show you that too.

Path 2

I’m 55 or above and planning for retirement

Silver Housing Bonus, Lease Buyback bonus, Proximity Housing Grant. They suit different situations, and the right one depends on whether you want to move or stay. We’ll map out which are likely to apply to you — HDB and CPF Board make the final assessment.

Check which schemes I qualify for

Turning 55, or already there

Your CPF at 55, in plain words.

Three questions come up in every right-sizing conversation: what moves into your Retirement Account at 55, whether it will be enough, and what selling your home does to it.

What moves at 55

At 55 a Retirement Account is created. Special Account savings move in first, then Ordinary Account savings, up to your Full Retirement Sum. Special Account savings above that go to your Ordinary Account.

Your Special Account closes at 55. For everyone who was already 55, it closed on 19 January 2025.

The three retirement sums

Set for your cohort when you turn 55. These are the figures for those turning 55 in 2026:

$110,200
Basic: enough if you own a home whose lease lasts you to 95 and pledge it
$220,400
Full: the standard amount set aside in your Retirement Account
$440,800
Enhanced: the most you can put in, for higher monthly payouts

What you can take out

  • $5,000 from 55, whether or not you meet your Full Retirement Sum.
  • Savings above your Full Retirement Sum can be withdrawn.
  • If you own a property whose remaining lease lasts you to at least age 95, you can withdraw savings above the Basic Retirement Sum instead.
  • CPF LIFE — a monthly payout for life, starting from 65 at the earliest.

Is it enough?

That depends on what you will need each month from 65, not on one target figure. CPF LIFE pays more for a larger Retirement Account, and the CPF LIFE Estimator shows your own payout. Right-sizing can add to it: the Silver Housing Bonus asks for a net increase in your Retirement Account, which can come from the CPF refund on your sale.

When you sell after 55

The CPF you used, with interest, goes back to CPF. Part of it may be set aside in your Retirement Account first, so less may be free for the next home or as cash. Moving to a home whose lease does not last you to 95 can also remove the option to withdraw above the Basic Retirement Sum.

We explain how the housing side works and run the numbers. For advice on retirement income or CPF LIFE plans, speak to CPF Board or a licensed financial adviser.

Compare before you decide

Is right-sizing the best option? Six ways to compare.

A closer look

2-room Flexi on a short lease: what you gain, what you give up.

  • For buyers who are all 55 or older.
  • Choose a lease of 15 to 45 years, in 5-year steps, as long as it lasts you and your spouse to at least age 95. The price is set by the lease length you choose: a shorter lease costs less.
  • No housing loan: paid in full from cash, CPF or both, usually from the sale of your current home.
  • Cannot be sold on the open market. If you no longer need it, it is returned to HDB for a pro-rated refund of the price based on the remaining lease.
  • At least 40% of 2-room Flexi flats in each BTO project are set aside for seniors, half of them under the Senior Priority Scheme for those living within 4 km of their current home or a parent or married child.
  • Counts as a 2-room flat, so the largest Silver Housing Bonus can apply. (up to $40,000).
  • A BTO flat is balloted and built to order, so it usually takes several years. Balance and ready flats are sometimes offered sooner.

It can suit you if

  • You want a brand-new, compact flat with senior-friendly fittings
  • You want the largest Silver Housing Bonus and the most cash freed
  • You can wait for the ballot, or plan where to live in the meantime

Think twice if

  • You want to leave the flat to your children: it is returned to HDB, not passed on
  • You need to move within a few months
  • You may want to sell and move again later
HDB: short-lease 2-room Flexi flats ↗
Verified 29 Jul 2026

The 15-month wait-out period for private property owners buying a resale HDB flat was removed on 28 Jul 2026. Right-sizing from private to HDB no longer means renting in between. What this changes

Three things people get wrong

Your sale proceeds are not your cash proceeds.

When you sell, the CPF you used — plus accrued interest — returns to your CPF account. If you’re 55 or above and pledged the property, that refund may first go to your Retirement Account, up to the Full Retirement Sum for your age group. Only what’s above that comes to you in cash. We calculate this before you list, not after.

Buying resale means no resale levy.

Second-timers pay a resale levy only when buying another subsidised flat — a BTO, an SBF unit, or a new EC. Buy on the open resale market and there’s no levy at all. For a right-sizer, that’s often the difference between two otherwise similar flats.

The Proximity Housing Grant is still open to you as a second-timer.

Most grants are closed to you once you’ve had a subsidised flat. The Proximity Housing Grant isn’t — for moving in with your children or within 4km of them. No income ceiling, once in your lifetime, resale flats only.

Government support for right-sizers

Figures below are maximums. Eligibility and the amount are assessed by HDB and CPF Board. Several of these schemes changed in late 2025 and 2026, so the verified date matters.

Silver Housing Bonus

$40,000

Maximum amount. Actual eligibility and quantum are assessed by HDB and CPF Board.

At least one Singapore Citizen owner aged 55 or above, moving to a 3-room or smaller flat, who commits a net Retirement Account increase and joins CPF LIFE. The full amount applies when moving to a 2-room or smaller flat; less for a 3-room. Pro-rated below the required Retirement Account commitment. A household income ceiling applies.

Official

Lease Buyback Scheme bonus

$7,500–$30,000

Maximum amount. Actual eligibility and quantum are assessed by HDB and CPF Board. 5-room $7,500 · 4-room $15,000 · 3-room or smaller $30,000.

All owners aged 65 or above. You sell the tail-end of the lease and keep living in the flat — an alternative to moving, not a complement. The bonus depends on flat type: highest for 3-room or smaller, lower for 4-room, lowest for 5-room and bigger.

Official

Proximity Housing Grant

$30,000

Maximum amount. Actual eligibility and quantum are assessed by HDB and CPF Board.

Buy a resale flat to live with, or within 4km of, your children. Open to second-timers, no income ceiling, once per lifetime.

Official

Enhanced CPF Housing Grant

First-timer households only, so usually not available to right-sizers, who are second-timers.

Official

ABSD refund — single SC senior

Single Singapore Citizen aged 55 or above right-sizing to a lower-value home. Sell the first property within six months of the second purchase.

Official

ABSD refund — married couple

Married couple with at least one Singapore Citizen spouse, buying jointly, selling the first property within six months to claim a full refund.

Official

Most right-sizers are second-timers, which usually rules out the Enhanced CPF Housing Grant and the Family Grant. It does not rule out the Proximity Housing Grant.

Figures verified 29 Jul 2026

How it works

  1. 01Week 1

    Position and proceeds review

We value your current home against actual transacted comparables, pull your CPF refund and accrued interest position, and calculate what you’d hold in cash after every deduction — CPF, outstanding loan, Seller’s Stamp Duty if applicable, agent fee, legal fees, and resale levy if it applies. We also review the homes actually open to you: resale flats you could move into within months, and brand-new options like a 2-room Flexi or a Community Care Apartment, which are built to order and take years to be ready. Which one you choose sets everything that follows.

  2. 02Week 1

    Scheme and eligibility mapping

We check which schemes are likely to apply to you and what each requires. Where the answer depends on an HDB or CPF assessment, we say so rather than guessing — and we help you get the HFE letter moving early. It is required for a new flat, or a resale purchase using CPF grants or an HDB loan, and it can gate the rest of your timeline.

  3. 03Weeks 2–4

    Market and shortlist

For a resale move, we market and sell your current home and view replacement flats with you, including resale options near your children. A brand-new 2-room Flexi or Community Care Apartment is different — it is applied for and balloted directly through HDB, not bought on the open market — so here our work is advisory, and on lining up the sale of your existing home with that longer timeline.

  4. 04Weeks 4–16

    Timeline alignment

The whole transaction turns on sequencing, and what binds it depends on the move. We decide sell-first or buy-first with you, build the timeline backwards from your must-move date, and hold both sides to it.

What it costs

1% + 9% GST

Limited time Our usual fee is 2% — same service, same standards.

Of the selling price, payable only on completion. No upfront marketing charges.

Includes pricing from transacted records, professional photography, listings on the major portals, all viewings and buyer or tenant screening, negotiation, paperwork and handover. Nothing is charged upfront.

When right-sizing isn’t the answer

Four situations where we’d tell you not to move.

The problem is purely the monthly payment.

If bank rates are below what you are paying, refinancing may deliver most of the relief without the roughly 4–6% of value that selling and buying costs. One caveat: moving from the HDB concessionary loan to a bank loan is one-way — you cannot switch back.

You’d rather stay put.

The Lease Buyback Scheme (all owners 65 and above) lets you sell the tail-end of your lease and keep living in the flat. Renting out a room is a lighter option again — though Plus and Prime owners cannot sublet the whole flat even after the 10-year MOP, and room rental has its own conditions.

Inheritance matters to your family.

Every monetisation route reduces what your beneficiaries receive. This should be a decision the family makes together, not one made under time pressure.

The replacement home has a short lease.

Moving to a 2-room Flexi or a Community Care Apartment can earn the largest Silver Housing Bonus — but a short lease is the trade-off. These homes can only be returned to HDB, not sold, and a short remaining lease can restrict CPF use and remove your ability to withdraw CPF savings above the Basic Retirement Sum. We lay out what you gain and what you give up, so you and your family can decide.

Questions we get asked

Is my Retirement Account enough?

It depends on what you will need each month from 65. CPF LIFE pays a monthly income for life, and the larger your Retirement Account, the higher the payout; the CPF LIFE Estimator on cpf.gov.sg shows your own figure. If you are short, right-sizing can help: the Silver Housing Bonus asks for a net increase in your Retirement Account, which can come from the CPF refund on your sale. We run the housing numbers; CPF Board or a licensed adviser can advise on retirement income.

What happens to my CPF when I turn 55?

A Retirement Account is created. Your Special Account closes, and its savings move in first, then your Ordinary Account savings, up to your Full Retirement Sum. You can withdraw $5,000 from 55 in any case, plus savings above the Full Retirement Sum, or above the Basic Retirement Sum if you own a home whose lease lasts you to 95. Monthly CPF LIFE payouts start from 65.

Should I choose a 2-room Flexi or a Community Care Apartment?

Both are new HDB flats on short leases, open from 55, and both earn the largest Silver Housing Bonus. A Community Care Apartment adds care services and a compulsory monthly service package; a 2-room Flexi is a standard compact flat with no package. Neither can be sold on the open market: both are returned to HDB. Choose by how much support you expect to need over the next 10 to 20 years.

Do I still have to wait 15 months to buy an HDB flat after selling my condo?

No. The 15-month wait-out period was removed on 28 Jul 2026. Private property owners and former private property owners can now buy a non-subsidised HDB resale flat of any size, at any age, with no waiting period — provided they do not take an HDB housing loan. The separate 30-month wait-out for subsidised flats still applies, and you must still dispose of your private property within six months of completing the flat purchase.

How much is the Silver Housing Bonus and do I need to top up cash to get it?

The scheme was enhanced from 1 Dec 2025. You qualify by committing to a net increase in your CPF Retirement Account after right-sizing and joining CPF LIFE — and that increase can often be funded from your CPF housing refunds, so a fresh cash top-up is no longer necessarily required. A larger bonus applies if you move to a 2-room or smaller flat, including a Community Care Apartment.

Should I take the Lease Buyback Scheme or right-size?

They are alternatives, not a package. The Lease Buyback Scheme suits households who want to stay in their current flat and neighbourhood; you sell the tail-end of the lease and keep living there. Right-sizing suits households who want more liquid cash, a lower running cost, and a smaller home they still fully own. Lease Buyback requires all owners to be 65 and above; the Silver Housing Bonus route starts at 55.

Will I get any grants as a second-timer?

Usually not the Enhanced CPF Housing Grant or the Family Grant — those are for first-timers. The Proximity Housing Grant is different: it is open to second-timers, has no income ceiling, and applies when you buy a resale flat to live with or near your children. It can only be claimed once in your lifetime.

Do I pay a resale levy if I move to a smaller flat?

Only if your next flat is a subsidised one — a BTO, a Sale of Balance Flats unit, or a new EC. If you buy on the open resale market, no levy is payable at all. Where a levy does apply, the amount is fixed by the type of your first subsidised flat, not the one you’re buying, and it is reduced for short-lease 2-room Flexi flats.

How much of my sale proceeds do I actually keep in cash?

Less than most people expect. Your outstanding loan is repaid first, then the CPF you used plus accrued interest returns to your CPF account. If you are 55 or above and pledged the property, that refund may first go to your Retirement Account, toward the Full Retirement Sum before any cash is released to you. Selling costs and, in some cases, Seller’s Stamp Duty and a resale levy come off as well. We model this figure for you before you commit to anything.

Can I buy the new home before selling the old one?

It depends on what you are moving between, and the sequence must be planned before you exercise any Option to Purchase. Selling one HDB flat to buy another, you must dispose of the existing flat, so it is normally sequenced sell-then-buy — and as a citizen buying your only flat, there is no ABSD to bridge. Moving out of a private home, you can complete the new purchase first, but you must dispose of the private property within six months; if you still own it when you buy, Additional Buyer’s Stamp Duty is payable upfront and, for those who qualify — married Singapore Citizen couples, and single Singapore Citizens aged 55 and above right-sizing to a lower-value home — reclaimed when the first property is sold within that window.

I’m 60 — how long a loan can I get, and how much?

Your loan-to-value limit drops sharply if the loan runs past your 65th birthday, which for a borrower in their late fifties or sixties usually means a shorter tenure and a larger cash or CPF contribution. Your borrowing is also capped by the Mortgage Servicing Ratio for HDB purchases and the Total Debt Servicing Ratio overall, both stress-tested at a rate well above current market rates.

What is a Community Care Apartment and who can buy one now?

It is a senior-friendly flat bundled with care services under a compulsory Basic Service Package. From the October 2026 sales exercise onwards the minimum age is 55 (previously 65), and the monthly service fees are being reduced substantially. Anyone who obtained an HFE letter while under 55 needs to re-apply.

Does right-sizing affect what my children inherit?

Yes, and it is worth discussing openly. Every route that converts housing value into retirement income reduces what passes on. A smaller flat that you own outright still passes to your beneficiaries; a short-lease flat or a Community Care Apartment can only be returned to HDB. We set this out plainly so the family can decide together rather than discover it later.
